Eight injured in weekend motorcycle crashes

The Lincoln County Sheriff’s Office responded to two separate motorcycle crashes over the weekend in the Tomahawk area that caused injuries to a total of eight riders.

The Sheriff’s Office is investigating a crash that occurred Friday evening in the Town of Bradley north of Tomahawk that left four people injured.

At 7:33 p.m. a Mercury Sable being operated by an 81-year-old Tomahawk woman was traveling south when she swerved to avoid a pickup truck that had stopped to turn onto Home Town Drive. When the woman swerved she entered the northbound lane of traffic and struck two motorcycles that were traveling north.

The two motorcycle drivers and their two passengers all suffered critical injuries. Three were transported to Ascension Sacred Heart Hospital where they were flown to Aspirus Hospital and the Marshfield Medical Center. The fourth person was transported directly from the scene to the trauma center at Aspirus.

The injured included:
•A 49-year-old man from Clyman, WI – flown to Aspirus with critical injuries
•A 54-year-old woman from Fort Atkinson, WI– flown to Aspirus with critical injuries
•A 61-year-old man from Fort Atkinson, WI – flown to Marshfield Medical Center – serious injuries
•A 49-year-old woman from Fort Atkinson, WI – transported by ambulance to Aspirus with serious injuries

The driver of the car was not injured. None of the motorcycle occupants were wearing helmets.

Agencies responding included: Tomahawk EMS, Tomahawk Fire Department, Merrill Fire Department Ambulance, Lincoln County Sheriff’s Office, Wisconsin State Patrol, and helicopters from Spirit Medical Transport and Life Link 9 out of Marshfield.

On Saturday morning a crash involving three motorcycles caused injuries to four people, two of which were critical. The crash happened on County Rd. L north of County Rd. N in the Town of Bradley at 1:17 a.m.

According to the Lincoln County Sheriff’s Office, preliminary information is two motorcycles collided and crashed. As other bikes traveling in the area attempted to avoid the crash scene, a third motorcycle with two occupants struck a pickup truck who had stopped at the scene.

Three of the four were transported to Ascension Sacred Heart Hospital before they were transported to the trauma center as Aspirus Wausau Hospital.

A fourth patient was transported directly from the scene to Aspirus.

Fog at the time prevented helicopters from flying.

Responding agencies included: Tomahawk EMS, Tomahawk Fire Department, Merrill Fire Department Ambulance, Oneida County Medic Four, Lincoln County Sheriff’s Office and the Wisconsin State Patrol who is handling the crash investigation.

County Rd. L was closed four five hours while the crash was investigated.

First year: MPD Narcotic Investigator position reflects success

Last week, marked the first-year anniversary of an exclusive Narcotics Investigator within the ranks of the Merrill Police Department.
In a summary of the position and performance of the officer filling the position presented by Chief Corey Bennett to the city’s Health and Safety Committee in August, Bennett praised not only the officer currently filling the position and attributes he brings to the position, but emphasized a need for the position to remain intact.

“Our Narcotics Detective position began on Sept. 4, 2017 and immediately began working closely with the Lincoln County Sheriff’s Office Narcotics Detective,” Bennett’s report reads. “Together they often jointly work local cases, share common information and generally work to support each other’s previously gathered intelligence to further their respective investigations. These partnerships are key to making these positions and their mission successful. I would note, the personality of our Narcotics Detective makes him exceptional in this regard. He is an excellent team player and has the ability to look beyond the immediate gratification of a quick arrest and envision a larger goal or priority that would serve the citizens better.”

Bennett cited a recent letter from Marathon County Sheriff Scott Parks, commending the investigator’s involvement in an ongoing investigation from his agency which had ties to the city of Merrill.

“No law enforcement agency can effectively police their respective communities without a network of reliable partnerships. Another excellent example of a unified front in combatting the scourge of controlled substances impacting our communities has been demonstrated. I want to commend your agency for working so well with the Marathon County Sheriff’s Office and our Special Investigations Unit (SIU)> I particularly want to congratulate Investigator (name withheld).
“I have been frequently briefed and updated on a large-scale investigation SIU was conducting, involving persons named Valerie Flores and Joel Helding. The investigation is concluding with convictions of key players who were involved with moving substantial quantities of THC (190 pounds) and firearms. The investigation resulted in Flores and Helding agreeing to plea bargains. With those plea bargains being a combined minimum mandatory sentence of 25 years confinement.
“Investigator (name withheld) worked tirelessly with SIU participating in long hours of surveillance, interviews and interagency communication, providing significant and detailed information aiding in achieving the end result of these large scale traffickers being removed from the Central Wisconsin criminal network for a long period of time. My SIU staff was quite pleased with Investigator (name withheld) and his skillset.
“Thank you Chief Bennett and the Merrill Police Department, for being the partners I have come to know in many years of service to Marathon County. A separate thank you to Investigator (name withheld). We welcomed your assistance. Know the value you brought to this investigation.”

In elaborating more on the investigator’s role in the matter Parks spoke of, Bennett advised Flores and Helding were operating from many locations in the region, but had taken up a primary residence in the City of Merrill.
“They were involved in the trafficking of large volumes of marijuana,” Bennett said. “I believe the final pursuit and arrest involved close to 300 pounds of marijuana. These felons were also using and trafficking stolen and defaced firearms, of which we recovered evidence upon execution of a search warrant here in the city. They were also suspected of trafficking methamphetamine by the tens of pounds into the region. The prosecution of this case is being handled by the US Attorney’s Office.”
Another area of success which has come as a result of the investigator’s work, was that of focusing Drug Endangered Children (DEC) investigations.
“Through the investigation of problem locations in the city where drug use (not necessarily distribution) was often occurring we had become aware of the children in these environments that are exposed to a multitude of dangers including neglect and exposure to drug use. As we began to explore how to properly address these incidents with other partners, including the Lincoln County District Attorney’s Office and Lincoln County Department of Social Services, an initiative was born. I am proud to say we have stretched the local justice system’s capacity to address cases of this type. As of this year so far, the District Attorney has filed 51 CHIPS (child in need of protective services) cases compared to 30 in all of 2017, 21 in all of 2016, and 11 in all of 2015. Most of this increase in volume is due to DEC related cases in 2017 and 2018.
While the position has been overly successful in its inaugural year, the success came with a price.

As Bennett explains, upon garnering common council approval for MPD’s Narcotics Detective position in December of 2016, the department underwent re-alignment of administrative structure to facilitate the position. The realignment consisted of eliminating the Administrative Captain position, which Bennett held prior to succeeding retired police chief Ken Neff. To balance the administrative duties, both day shift patrol Lieutenant positions were converted to Patrol Captain positions. The future plan called for the patrol captains to retain their existing duties of oversight of daytime patrol but take on some of the administrative tasks in addition to providing oversight over night shift patrol activities.
“Unfortunately we are now frequently pressed on the administrative side,” Bennett explains. “I often refer to the term ‘treading water’ because there is so much more I would like to accomplish but staying caught up is often challenging enough. I am reluctant to delegate any more tasks than I already have, as the Patrol Captains have more responsibility to patrol operations and staff strength than administrative tasks. This is the weakest part of the restructuring plan but we knew this would be the challenge at the beginning. To that end, the initial conclusion is still valid. We need both positions but the narcotics detective has more direct and visible impact to the citizens. We need to work towards getting back to our previous organizational structure with the addition of the narcotics detective. I would recommend looking at the point of attrition of our current Patrol Captain(s) to make this change with an estimate of three years.”

Since its inception on Sept. 5, 2017, work of the MPD Narcotics Detective has led to least 47 arrests and has initiated approximately 12 search warrants.

“The position is too viable to let go at this point,” Bennett adds. “The work he has done has been too impactful and valuable to our citizens, to revert back to an Administrative Captain position.”

Lincoln County Sheriff’s reports

A 28-year-old Stevens Point woman was taken into custody Tuesday afternoon for operating a motor vehicle while under the influence of a controlled substance.

A 23-year-old Wausau woman was arrested Tuesday evening after a traffic stop in the Town of Birch. A deputy stopped the vehicle on US Hwy. 51 at County Rd. V. K9 Nina alerted to the odor of illegal drugs in the vehicle and a search turned up drug paraphernalia used for consuming or distributing methamphetamine. The woman was arrested on the felony charge of possession of methamphetamine paraphernalia along with two warrants for failing to appear in Marathon County Court and for violating the terms of her probation.

A 29-year-old Rosholt man was arrested Thursday morning after a traffic stop. The deputy identified the the man used his brother’s information and after a check showed the man was actually wanted. He was arrested on a warrant charges along with a new charge of obstructing an officer.

Two Evansville, WI residents were arrested Friday morning on drug charges following a traffic stop. When the deputy made contact with the driver he could smell the odor of marijuana coming from the vehicle. The driver, an 18-year-old woman was arrested for possession of marijuana and drug paraphernalia, the passenger, a 19-year-old man was arrested for possession of drug paraphernalia.

A 26-year-old Fitchburg man will be referred to the Lincoln County District Attorney on a drug charge after a traffic stop Friday evening in the Town of Merrill. The K9 Poncho alerted to the odor of illegal drugs in the vehicle and a subsequent search found marijuana and drug paraphernalia.

A 58-year-old Appleton woman was injured Saturday afternoon after an ATV crash in the Town of Harrison. The woman was traveling on a trail off of County Rd. B when she was ejected from her ATV after it rolled over. She was transported to Ascension Good Samaritan Health Center with non-life threatening injuries.

Six people reported striking deer this past week. A black bear was found struck by a vehicle on US Hwy. 51 near County Rd. V early Thursday morning. On Saturday a Wausau man struck and killed a bear on County Rd. K at Black Alder Road in the Town of Merrill.

Merrill Police reports

September 14
4:02 p.m.- An officer responded to a suspicious activity complaint. The caller advised they have noticed a lack of squirrels in their neighborhood and believed they are being poisoned. The caller had no evidence to support this and the officer did not locate anything in the area to verify this information either.

10:32 p.m.- Officers responded to a disorderly conduct complaint. The caller advised an intoxicated male party was walking down the sidewalk and began to argue with another male party. Officers arrived on scene to find the two males sitting in a vehicle. Contact was made and the odor of marijuana was coming from the vehicle. A search of the vehicle was conducted and an officer located drug paraphernalia. The male driver was cited for possession of drug paraphernalia.

September 15
6:28 p.m.- Officers responded to a drug activity complaint. The caller advised they had witnessed suspicious activity and some parties left in a vehicle. The vehicle was located and a traffic stop was conducted for an equipment violation. Contact was made with the three parties in the vehicle. One male party had a warrant for his arrest and he was taken into custody. Another male in the vehicle was arrested for a probation violation and resisting arrest. The driver was cited for non-registration of auto. K9 Eros was deployed on the vehicle and made a positive alert. No illegal items were located.

September 16
7:29 p.m.- Officers responded to a wanted person complaint. Officers made contact with a male party at his residence who had a warrant for his arrest through Probation and Parole. The male was taken into custody and transported to the jail.

Merrill fire and police on scene of car vs pole crash

Merrill Police and fire personnel responded at approximately 3:40 p.m. Tuesday to a report of a vehicle striking a light pole on East First Street between the cross streets of Mill and Poplar in downtown Merrill. Merrill Street Department staff responded as well to assist in removing  the downed pole. One occupant was found in the vehicle which had sustained considerable front end damage. As of 4:25 PM, traffic on East First Street remained slowed and under the direction of the Merrill Police Department while scene cleanup continues.

No injuries were immediately reported.

Tomahawk police arrest suspects in multiple burglaries

Tomahawk Police Chief Al Elvins announced today that on Tuesday, Sept. 18, his department responded to a suspicious activity complaint in the 800 block of North Fourth Street in the city of Tomahawk.

The investigation that ensued uncovered four burglaries that had occurred over the weekend. Items taken during these burglaries included approximately 700 miscellaneous collectible coins, power tools, lock boxes and construction material. Most of these items have been recovered, however, several of the items have still not been located.

As a result of this investigation, three adult males were taken into custody on felony burglary, theft, criminal trespass, damage to property, entry into a lock box and possession of methamphetamine and possession of drug paraphernalia.

Chief Elvins stated that these arrests are part of an ongoing investigation and anyone with any information that they feel may be of help in recovering the remaining items is asked to please call the Tomahawk Police Department at 715-453-2121.

Merrill Warrant of the Week

The Merrill Police Department holds an arrest warrant issued 9/11/2012 for Falon M. Koerner, DOB 12/12/1983, last known address 622 Madison St., Little Chute, Wis. The city recovered a judgment of $366 for operating after revocation. The defendant is in default of payment, and must pay the amount or spend 6 days in jail.

The information on this warrant was current as of the time of publication. Anyone with information on Falon M. Koerner should call the Merrill Police Department at 715-536-8311.

Merrill Police reports

September 17
2:34 p.m.- A caller reported unauthorized charges from his bank account. The officer will be speaking to a bank representative tomorrow as she left for the day. Investigation is ongoing.
3:02 p.m.- A gas station reported a female had struck a gas pump and fled the scene. An officer located the vehicle and the driver admitted she struck the gas pump and fled as she was afraid she’d be jailed as she does not have a valid license. A crash report will be completed and the driver will be cited.
4:28 p.m.- A male was arrested for a probation violation at the request of the Wisconsin Department of Corrections.
5:25 p.m.- A caller reported unauthorized charges on her 16-year-old daughter’s debit account. The officer waited on hold with the company for 45 minutes. The caller stated she would contact the company tomorrow to inquire further details about the transactions. Further investigation is forthcoming.
7:10 p.m.- A caller reported her children were playing near an apartment complex and found a marijuana pipe. An officer disposed of the pipe at the police department.

September 18
8:40 a.m.- A library staff member located an aluminum can which had been fashioned into a smoking device believed to have been used to smoke marijuana. The item was destroyed at the police department.
3:41 p.m.- A crash was reported on E. 1st at Mill Street. A vehicle drove off the roadway striking a utility pole. The driver displayed indications of intoxication and was placed through field sobriety tests. As a result of those tests he was arrested for operating while intoxicated.
5:56 p.m.- A man was arrested for illegal possession of a firearm. The incident arose from earlier contact with the man and it was found he was in possession of a firearm which he is prohibited from doing. A search warrant was executed at his residence and the firearm was located and seized.

September 19
2:23 p.m.- Officers responded to the Probation and Parole office to take a male party into custody on a probation violation. He was taken into custody and transported to the jail.

September 20
4:33 p.m.- An officer conducted a traffic stop on a vehicle. The driver was found to have an active warrant for his arrest and he was taken into custody.

Lincoln County Sheriff’s reports

A 28-year-old Merrill man was arrested Monday afternoon on a warrant charge. The man was appearing in Lincoln County Court when the deputy assigned to court room security discovered the man was wanted by the Oneida County Sheriff for contempt of court.

A 29-year-old Tomahawk woman was arrested Wednesday on a warrant through the Marathon County Sheriff. The woman appeared in Lincoln County Court and a check showed she was wanted for felony bail jumping and a drug charge.

A 19-year-old Merrill man was arrested Thursday afternoon for violating the terms of his probation. The man was located on a dead end road in the Town of Merrill with a female under the age of 18 in violation of his probation rules.

A vehicle caught fire on USH 51 Friday night in the Town of Bradley. EMS personnel in a passing ambulance used a fire extinguisher to put out the flames. Another vehicle fire occurred on Center Road Saturday morning in the Town of Pine River. Saturday afternoon, Tomahawk Firefighters and a deputy responded to a residence in the Town of Bradley for a report of a fire in the wall of a home. When a deputy arrived the fire was out.

Six people reported striking deer this past week. Sunday morning a bear was found after it was struck and killed on County Rd. S south of Tomahawk.

Merrill Police reports

September 21
10:22 a.m.- A female was arrested for a probation violation at the request of the Wisconsin Department of Corrections.
2:50 p.m.- A male was arrested for a probation violation at the request of the Wisconsin Department of Corrections.
3:58 p.m.- A male reported his vehicle was stolen from the parking lot of his place of employment. He had left the keys inside and when he came out to leave found the vehicle gone. Surveillance video revealed a male had walked into the lot and stole the vehicle. A short time later Marathon County Sheriff’s Office reported they were involved in a pursuit with the vehicle and the man was arrested for a number of charges.
4:25 p.m.- A male was arrested for a probation violation at the request of the Wisconsin Department of Corrections.
7:27 p.m.- An officer stopped a vehicle for operating without head lamps illuminated and no registration. The officer observed indications of impairment from the driver. The driver performed field sobriety tests and following those was arrested for operating while intoxicated.

September 22
10:02 a.m.- A lawnmower was reported stolen sometime within the past week.
1:07 p.m.- A citizen found a purse on the road and turned it in at the PD. A short time later the owner called to report she had set the purse on top of her vehicle and drove off. The purse was returned to her.
1:55 p.m.- Someone turned in a marijuana pipe to the Fire Dept. that had been found in a park. The pipe was properly disposed of at the Police Dept.

Lincoln County Sheriff’s reports

A structure fire was reported on Wednesday on Lon Bosco Lane in the Town of Harrison at 11:21 a.m. The property owner stated he started a fire in a wood stove in an out building shortly before the building was found engulfed in flames.

Three Merrill teenagers will be referred to the DNR for poaching deer. At 1:08 a.m. deputies responded to Sunset Drive in the Town of Scott after receiving the report of seeing flashlights in the woods. When they arrived they found two 16-year-olds from Merrill and an 18-year-old male from Athens. They told deputies they had struck a deer with their vehicle and were searching for it. Deputies were unable to identify fresh damage and the group admitted to shooting a deer with a bow. The bow and the suspects were turned over to the DNR.

A 29-year-old Merrill man was arrested Thursday after deputies investigated a report of a domestic incident in the Town of Merrill. The man was arrested for battery and disorderly conduct.

Two people were injured after a single vehicle crash Saturday afternoon in the Town of Harrison just after 2 p.m. on State Rd. 17. The driver, an 83-year-old Rhinelander woman, was traveling north when her vehicle left the roadway and crashed causing injuries to her and her passenger, an 85-year-old Rhinelander man. Both were transported to Ascension St. Mary’s Hospital for non-life threatening injuries.

A 50-year-old Irma woman was arrested late Saturday evening on a charge of battery. Deputies went to a home in the Town of Birch just after 10 p.m. after receiving a 911 call of a disturbance.

The number of deer crashes has tripled from the prior week. With the change in temperature, deer are moving much more at night. Motorists are reminded to use caution for the next month as these numbers historically increase. Also this past week a Waukesha man struck a bear Wednesday evening on USH 51.

The suspect was arrested for disorderly conduct and bail jumping.

Merrill Police reports

October 1
2:45 p.m.- Officers were requested by the Wisconsin Department of Corrections Probation and Parole to take a female subject into custody for a probation violation. The female was taken into custody and transported to the jail.
5:18 p.m.- An officer took a report of someone making unauthorized transactions utilizing another party’s debit card at a business in the City of Merrill and another business in the county. The investigation is ongoing.

October 3
11:07 a.m.- An officer responded to a complaint of an intoxicated driver. The vehicle was located pulling into a gas station. Contact was made with the male driver who showed signs of intoxication. The male was unable to perform field sobriety tests safely. He was arrested for Operating while Intoxicated, 3rd offense.
8:02 p.m.- Officers responded to a juvenile complaint. The caller stated they had video of their son smoking marijuana. The pipe was located and did not test positive for marijuana. The underage juvenile was cited for an underage tobacco violation.

October 4
4:18 p.m.- Officers responded to a business for a shoplifting complaint. The business observed a female leave the store without paying for items she had placed into her purse. Contact was made with the female by phone and she responded to the police department to meet with an officer. The female confessed to the incident and was cited for retail theft.

October 5
1:48 a.m.- Officers were dispatched to the area of the 100 block of South Prospect Street for a report of an intoxicated male that was causing a disturbance and was refusing to leave. Officer located that male who denied any involvement or creating a disturbance. Officers located a shattered wine bottle on the sidewalk which was found to have been broken by the suspect. Based off of witness statements, the male subject was taken into custody for disorderly conduct.
11:21 a.m.- Officers were requested by the Wisconsin Department of Corrections Probation and Parole to respond to their office to take a male subject into custody. The male subject was taken into custody and transported to the jail.
2:39 p.m.- Officers were requested by the Wisconsin Department of Corrections Probation and Parole to respond to their office to take a female subject into custody. The female subject was taken into custody and transported to the jail.
10:48 p.m.- An officer on patrol conducted a traffic stop on a vehicle that was found to be displaying a registration plate that was entered as stolen through the State of Michigan. During the course of the investigation, a female passenger was found to have an active warrant for her arrest. She was taken into custody for the warrant. The registration plates were seized and the law enforcement agency in Michigan will be handling the rest of that investigation.

October 6
7:59 p.m.- Officers were dispatched to a residence in 800 block of East First Street for a report of the odor of marijuana in the building. Officers located the source and contact was made. The party turned over some drug paraphernalia which contained burnt marijuana. The male will be receiving a citation for possession of drug paraphernalia.

Lincoln County Sheriff’s report

A 54-year-old Wausau man was taken into custody Monday afternoon after deputies responded to a report of an unresponsive man in a car at a business in the Town of Pine River. Deputies suspected the man was drinking and placed him through field sobriety tests. He was cited for a first offense of operating a motor vehicle while intoxicated.

A 54-year-old Merrill woman was arrested Tuesday afternoon for obstructing an officer. A deputy was investigating an allegation of bail jumping and as a result arrested the woman on the misdemeanor charge.

Traffic on US Hwy. 51 in the Town of Pine River was slowed for over four hours Wednesday evening after a semi went in the median. The driver, a 64-year-old Wisconsin Rapids man, reported hydroplaning before his vehicle leaving the roadway. Deputies closed portions of the highway while crews worked to remove the truck just after midnight.

A 31-year-old Merrill man was arrested early Thursday morning. The man was taken into custody on a disorderly conduct charge after deputies responded to the Town of Corning after a report was received of a disturbance.

A 21-year-old Rib Lake man was injured Saturday afternoon after a single vehicle rollover in the Town of Corning. The man refused medical transport.

A vehicle struck a deer then caught fire Sunday morning in the Town of Bradley on County Rd. E. All occupants were able to safely exit the vehicle before it became fully engulfed. No injuries were reported.

A 42-year-old Merrill man was injured after a single vehicle crash Sunday morning in the Town of Merrill. At 4 a.m. the driver was traveling on Hillside Drive when he left the roadway and struck a power pole and a tree. The driver was transported to Aspirus Wausau Hospital for treatment of his injuries. He will be cited for a third offense of operating a motor vehicle while intoxicated as well as failing to maintain control of his vehicle and failing to wear a seatbelt.

Eleven people reported striking deer this week. A deputy on patrol struck a deer on County Rd. E south of County Rd. O in the Town of Bradley causing damage to his squad, no injuries were reported. On Saturday evening a Tomahawk woman struck a bear on County Rd. CC, that animal ran off. Just before 9 p.m. Saturday an Irma man struck a calf that had gotten loose on County Rd. K.
