November 26
1:38 p.m.- Officers were requested by the Wisconsin Department of Corrections Probation and Parole to respond to their office and take a male subject into custody. Officers responded and the male was taken into custody and transported to the jail.

November 28
8:52 p.m.- Officers responded to a suspicious activity complaint. The caller advised there were numerous vehicles in a parking lot without their headlamps illuminated and they were following people around the parking lot. Contact was made with the described vehicles and all parties denied the behavior. They were advised to move on from the area.

November 29
11:12 a.m.- An officer responded to a drug complaint. The caller stated their juvenile son was found to be in possession of synthetic marijuana. The juvenile will be referred for Possession of a Schedule 1 Drug and Possession of Drug Paraphernalia.
3:57 p.m.- Officers responded to the office of Probation and Parole to take a female party into custody for a probation violation. She was transported to the jail.
6:51 p.m.- Officers responded to a physical domestic incident. A male party had struck his girlfriend in the face causing injury. Both parties were spoken to and the male party was arrested for domestic battery.
8:11 p.m.- An officer responded to a two vehicle crash. A female party had failed to yield the right of way at a stop sign and was struck by another vehicle. The female driver was cited for failure to yield the right of way from a stop sign.

November 30
11:05 a.m.- An officer investigated a crash on E. Main St. at Kyes St. involving three vehicles. The offending driver was cited for failure to yield right of way when making left turn. A crash report was completed.
1:44 p.m.- A male was arrested for a probation violation at the request of the Wisconsin Department of Corrections.
4:16 p.m.- A female was arrested for a probation violation at the request of the Wisconsin Department of Corrections.
8:37 p.m.- An officer conducted a traffic stop after finding the registered owner had a suspended driver’s license. It was found there was a passenger in the vehicle the driver is prohibited from having contact with per court order. The driver was arrested for felony bail jumping and cited for operating after suspension.
9:43 p.m.- A caller reported overhearing a conversation among four individuals in a business parking lot about one of them having a gun and shooting somebody. The vehicle was located and a loaded revolver was found concealed in the vehicle. The driver was arrested for carrying a concealed weapon and cited for operating after suspension. A passenger was cited for underage drinking. It was found the comment the caller overheard had been made in jest with another person who had since departed the scene.

December 1
1:43 a.m.- A caller reported underage drinking at a residence. When officers arrived one male fled on foot and was apprehended after trying to hide or blend back in next to another officer. He was arrested for resisting an officer. He was found to be in possession of marijuana and paraphernalia. He was additionally charged for those crimes. Two others were cited for underage drinking.
8:03 p.m.- A caller requested a welfare check on a male after receiving concerning text messages from him. The man was found to be on probation and was extremely intoxicated. He was also found to have an open bond prohibiting him from consuming intoxicating beverages. He was arrested for bail jumping and probation violation.

December 2
8:48 a.m.- A caller reported someone had struck his mailbox sometime overnight.
9:16 a.m.- Officers and an ambulance were dispatched to a residence after a juvenile was found to have been smoking synthetic “spice” marijuana. The youth will be referred to Social Services for abuse of a hazardous substance.
6:43 p.m.- A caller reported the father of her grandchildren had been at her residence and threatened her and caused a scene. An officer had spoken and warned the man a few days prior for a similar incident involving the children’s babysitter. A request for consideration of charges will be sent to the DA.

Homicide suspect Monroe receives 45 year prison sentence

In the wake of a sentence handed down by Judge Jay Tlusty Thursday afternoon, a 22-year-old Merrill man will spend nearly the next 50 years in the state of Wisconsin correctional system.
As part of a plea agreement reached in November, Tyler Monroe pleaded guilty to a reduced charge of 2nd Degree Intentional Homicide as a repeater, in connection with the death of his father, Kevin Monroe in January of 2016.
Monroe’s sentence entails 25 years of initial confinement and 20 years of extended supervision. Tlusty awarded Monroe 1,051 days of time already served, due to incarceration since his arrest on Jan. 13, 2016.
Additional felony charges of Hiding a Corpse, Take and Drive Vehicle without Consent, two charges of Convicted Felon in Possession of a Firearm and two charges of Felony-Bail Jumping were dismissed, but read-in for sentencing purposes Thursday afternoon.

Monroe was initially charged in February of 2016 with 1st Degree Intentional Homicide; Hiding a Corpse; Take and Drive Vehicle without Consent; two charges of Convicted Felon in Possession of a Firearm and two charges of Felony-Bail Jumping, after being taken into custody in the apparent stabbing death of his father, 55-year-old Kevin Monroe.
According to court records, an autopsy performed Jan. 13 at the University of Wisconsin Hospitals in Madison, ruled Kevin Monroe’s cause of death to be the result of “sharp force homicide” caused by 26 stab wounds, including four fatal wounds to the liver, three fatal wounds to the right lung and multiple other wounds to the face, neck, torso, shoulder, thigh and shin.

According to a criminal complaint filed by the Merrill Police Department, with the office of Lincoln County District Attorney Galen Bayne-Allison, Kevin Monroe’s body was discovered by a friend on the floor of his bedroom in an apartment he shared with Tyler.

The reporting party who found Monroe’s body indicated he and other family members had become suspicious of Tyler Monroe’s responses to inquiries regarding his father’s absence and whereabouts. The reporting party indicated difficulty in opening Monroe’s bedroom door and Tyler Monroe becoming agitated when the reporting party attempted to enter, reportedly advising the reporting party “My dad will be real mad if you go in there.”
Tyler Monroe had reportedly continued to reside at the apartment during the period of his father’s sudden absence, from early January until the day his father was discovered. At one point, the reporting party “shouldered” the door to gain entry, causing it to fall open and leading to the discovery of Kevin Monroe’s body on the floor, covered with a sheet. The reporting party indicated to investigators that the door appeared to have been glued shut.

However, during testimony at Monroe’s preliminary hearing in July of last year, Merrill Police Department Lieutenant Detective Pat Wunsch indicated the door had indeed been locked. Inside the bedroom, a window had been left open and an oscillating fan placed near Monroe’s body. The temperature in the bedroom was reportedly below zero.
During further testimony by Wunsch, he indicated the homicide investigation revealed the stabbing had occurred in the kitchen of the apartment. Investigators came to that conclusion after a Luminol test. As Wunch described, Luminol is a chemical which binds itself to amino acids contained in blood, and upon dimming the lighting to an area where Luminol has been sprayed; an area containing blood residue will appear as a fluorescent blue color, even after being cleaned or wiped away. Wunsch indicated the test revealed more blood spatter in the kitchen than any other area in the residence. Kevin Monroe’s body was then moved through the living room of the residence using two area rugs, to the floor of his bedroom where he was eventually found. Family and friends of Monroe reported the rugs had normally been used in the kitchen.

The individual who found Kevin Monroe’s body indicated having last seen Kevin on Jan. 3, 2016, after arriving at Monroe’s residence to have dinner with him. Wunsch indicated Kevin Monroe’s debit card had been actively used through the morning of Jan. 4, but activity abruptly stopped as of the afternoon of Jan. 4. A work associate of Kevin Monroe’s indicated Monroe was due to be back at work on Jan. 4 but did not show up. When he sent Monroe a text message later that night to ask Kevin if he planned on coming in to work, the response of “No, I’m not coming into work. Leave me alone and do not contact me any more,” was reportedly given via text message, from Kevin Monroe’s phone. A neighbor of the Monroes reported overhearing what appeared to be a physical altercation on Jan. 4, followed by frequent entry and exiting of the residence by Tyler. In the days following, a very strong odor of cleaning chemicals was near intolerable according to the neighbor.

At 5 p.m. on the evening of Jan. 12, a motorist traveling northbound on STH 107 reported observing Kevin Monroe’s car veer off STH 107 near Tug Lake Road and go into the ditch. Tyler Monroe was reportedly observed exiting the vehicle and removing a pair of blue latex gloves which he was wearing. At 5:06 p.m. a Lincoln County Sheriff’s deputy investigated the area where the car was located and discovered a duffel bag. Deputies and officers from the Merrill Police Department followed Tyler Monroe’s snow footprints until 10:30 p.m., when the search proved unsuccessful. At 11:04 p.m., officers of the Merrill Police Department responded to a report of a suspicious male walking in the area of the search. When officers arrived, a Lincoln County Sheriff’s deputy had Monroe at gun-point. Monroe was subsequently taken into custody.

A 27-year-old Gleason woman was arrested Wednesday evening after a traffic stop in the Town of Birch. The K9 Nina alerted to the odor of illegal drugs in the vehicle which resulted in the woman being charged with a felony charge of possession of methamphetamine as a repeat offender, and misdemeanor counts of possession of drug paraphernalia and resisting/obstructing both as repeat offenders.

The Recreation Deputy assisted a horse owner Saturday afternoon in the Town of Bradley. The resident phoned the sheriff’s office just before 4 p.m. to report her horse had run off and would not return. The Rec Deputy was in the area and was able to quickly locate the horse. The Rec. Deputy was able to lead the animal out of the woods and return it to its owner.

The number of deer crashes has gone down with only nine being reported this past week.

MFD wants to ‘keep the wreath green’ this holiday season

The “Keep the Wreath Green” campaign has been part of the Merrill Fire Department since the early 1980s. The campaign was started as a way to remind residents of the importance of fire safety especially during the holiday season. The wreath is located on the northeast wall of the fire station near the firefighter memorial.
The campaign starts on Thanksgiving Day and goes through New Year’s Day. The wreath starts out with all green bulbs which are changed to red when the Merrill Fire Department responds to reportable structure fires. You will notice one white bulb at the top of the wreath which is used to signify fallen firefighters and new this year is one blue bulb which is to signify fallen law enforcement officers.
“The purpose of the wreath is to give a visual reminder of the importance of fire safety during the holiday season and to remind residents to use extra caution to prevent fires,” said Merrill Fire Department firefighter Jon Leiskau. “A house fire is traumatic no matter what time of the year; however, they can be even more devastating when they happen during the holiday season.”
A few helpful tips for doing your part in preventing fires are keeping your tree watered, not having open flames or candles near flammable materials, being careful not to overload electrical outlets along with not leaving cooking processes unattended. The Merrill Fire Department would also like to remind everyone to make sure they have working smoke and carbon monoxide detectors throughout the home.
“The Merrill Fire Department is ready to respond 365 days a year 24 hours a day, however preventing fires is our ultimate goal,” Leiskau added. “Please do your part to keep it a safe and happy holiday season.”

Lincoln County Sheriff’s reports

A 58-year-old Tomahawk man was arrested Monday afternoon on a warrant charge. The man appeared in Lincoln County Court on an unrelated matter and a check by the Court Security Deputy found he was wanted by the Oneida County Sheriff for contempt of court.

A 21-year-old Merrill woman was taken into custody Monday after a deputy investigated a vehicle in the ditch. The driver showed signs of impairment and was placed through field sobriety tests. She was cited for a first offense of operating a motor vehicle while intoxicated.

A 49-year-old Tomahawk man was arrested Friday for violating the terms of his probation. Deputies went to the Wisconsin Department of Corrections – Probation and Parole Office Friday afternoon to take the man into custody at the request of the department.

A 31-year-old Tomahawk man was arrested Saturday morning on a felony charge after a traffic stop. The driver showed signs of impairment and was taken into custody for a fourth offense of operating a motor vehicle while intoxicated. He was also charged with possession of drug paraphernalia.

A 25-year-old Tomahawk man was arrested early Sunday evening after a traffic stop in the Town of Skanawan. A deputy stopped the vehicle on US Hwy. 51 near County Rd. S for speeding. When the driver was informed that the K9 Nina had arrived on the scene he admitted his vehicle contained marijuana. A subsequent searched turned up one pound of the drug. The driver was arrested on felony charge of possession of marijuana with intent to deliver.

The number of deer crashes has risen slightly with ten being reported this past week.

December 3
5:36 p.m.- An officer attempted to stop a vehicle due to the driving status of the operator of the vehicle being revoked. The operator did not stop for the officer for several blocks and was waving the officer to pass him. The operator of the vehicle was eventually stopped and arrested for fleeing an officer and operating while intoxicated.

December 5
3:01 p.m.- A female was arrested for a probation violation at the request of the Wisconsin Department of Corrections.
5:13 p.m.- A female came to the PD to report losing several thousand dollars due to a scam. She reported she was contacted and informed she had won a large sum of money and a car. She was instructed to send money to pay for vehicle storage fees and other fees prior to being awarded her winnings. Investigation continues.

December 6
11:32 a.m.- An officer investigated a crash on E. 2nd St. at Cleveland St. A crash report was completed.
1:36 p.m.- A female was arrested for a probation violation at the request of the Wisconsin Department of Corrections.
9:32 p.m.- An officer conducted a traffic stop after finding the registered owner had a suspended driver’s license. The driver was cited for operating after suspension. She was also found to be on probation and one of her rules is not to drive without a valid driver’s license. She was arrested for the probation violation.

December 7
2 a.m.- An officer conducted a traffic stop on a vehicle due to the driver having a revoked driver’s license. During the course of the traffic stop a K-9 search was conducted and illegal drugs were found as a result. The three occupants of the vehicle were arrested for possession of illegal drugs. The driver of the vehicle will be receiving citations for traffic violations related to the stop.
7:30 a.m.- An officer responded to the intersection of Prospect Street and West Main Street for a report of a vehicle striking a stop sign and leaving the scene of the crash. Officers located identifying information from the vehicle that was left behind after striking the sign and causing damage. The investigation is ongoing into locating the driver of the striking vehicle.
10 p.m.- An officer responded to an address on West 1st Street for a report of a vehicle that was struck in the parking lot of Club 64. Parties stated that the vehicle was struck during the time they were eating at the restaurant. Based on the damage to the vehicle, the suspect vehicle is a full size truck. Officers are still investigating the incident and attempting to locate the operator of the striking vehicle that failed to report the crash.

December 8
12:35 p.m.- An officer was dispatched to a Gas Skip on Center Avenue. Two parties were involved and also committed a retail theft while at the business. Evidence was collected and an ongoing investigation is occurring for possible suspects.
3:52 p.m.- An officer conducted a traffic stop on a vehicle due to the registered owner having a revoked license. During the course of the traffic stop the passenger of the vehicle was identified and found to have an active warrant. The male was taken into custody for the warrant and transported to the Lincoln County Jail.

December 9
8:55 p.m.- An officer responded to a residence for a report of a violation of court order. A male subject, whom was arrested recently for a domestic disturbance and currently had an open bond prohibiting contact with the reporting party, had been calling and sending text messages to that party. The male party will be referred to the District Attorney for bail jumping.

TPD welcomes new officers Gorell, Andrews

Late last month, Matt Gorell and Dan Andrews became the newest additions to the Tomahawk Police Departnent.
A Stevens Point native and 2006 graduate of Mid-State Technical College, Gorell was previously employed as a patrol deputy with the Lincoln County Sheriff’s Office for seven years  and two years with the Village of Kronenwetter Police Department, before returning to the Northwoods and accepting a position with the Tomahawk Police Department.
“I’m fortunate to be back here in the Northwoods,” he explains. “When I first applied with the sheriff’s office, the landscape and the outdoor recreation opportunities around the area were a huge attraction for me. I had a very positive experience working up here before and had the honor of meeting and working with some great people. It’s great to have an opportunity to work alongside them again in an area I’m familiar with.”
Andrews hails from Bristol, Wis. a community of just over 2,500 in Kenosha County and is a recent graduate of Gateway Technical College and Police Recruit Training at Rhinelander’s Nicolet Technical College.

Prior to joining the ranks of the Tomahawk Police Department, Andrews was employed for 10 years in the Information Technology field.
“I was ready for a change,” he explains of the transition. “I enjoy being outdoors and working with people, law enforcement allows me the opportunity to do both. I’m really looking forward to the community aspect of the job; getting out there and meeting people, getting to know the community I am now a member of. I’m excited.”
Andrews shares Gorell’s sentiments of the Northwoods atmosphere being a major draw for him in applying with the department.
“I’ve been vacationing in this area since I was a child. My family would frequently visit the area on fishing and camping trips so I’m already pretty familiar with the Tomahawk area. As a matter of fact, I purchased my first car in Tomahawk!” he adds with a grin.
Upon taking the oath of office, the pair immediately began their advancement through the department’s rigorous 12-week Field Training and Orientation (FTO) program.
The TPD FTO curriculum consists of three phases. As Gorell and Andrews complete each phase, they will be expected to take more responsibility on their own in learning and completing tasks.
During the first couple weeks, training is more guided by their respective field training officers. But as they progress, training officers will gradually ease into less of an instructor and more of a coach and observer. Currently, both officers are in phase one of the program, which is primarily focused on familiarization and orientation with department documentation systems, policy and procedure orientation as well as the Tomahawk community and area. Through the course of their training, Dan and Matt will work with department Field Training Officers Sgt. Steve Buckwalter, John DuPlayee and Tom Tollefson.
“I’m excited for the future working with the Tomahawk Police Department,” Gorell said. “I’m looking forward to working closely with my new community and doing whatever I can to assist with accomplishing department goals in the community.”
Andrews agrees.
“This is where my family and I (son Nolan and girlfriend Melissa) call home now, It’s been a goal of mine since I was a kid to live here and it’s literally become a dream come true to work for the Tomahawk Police Department,” he adds. “I look forward to being a member of the Tomahawk community. I’m currently a member of the Blood Center of Wisconsin’s Giving for Life Program and I’ll soon be joining the local Kinship Program.”

December 11
6:56 a.m.- Officers were dispatched to damage to vehicle complaint in the 300 block of Logan Street. A vehicle had both passenger side tires slashed. An ongoing investigation is occurring to locate a suspect.
7:43 a.m.- An officer was dispatched to a theft from a vehicle complaint in the 200 block of State Street. A wallet was taken from inside the vehicle. An ongoing investigation is occurring to locate a suspect.
9:45 a.m.- An officer conducted a traffic stop on a vehicle after identifying one of the occupants and finding out the occupant had a warrant out for their arrest. The individual was taken into custody and transported to the Lincoln County Jail for the warrant.
11:36 a.m.- Officers were dispatched to probation and parole office to take an individual into custody for a probation violation. The male was taken into custody for the probation violation and transported to the Lincoln County jail.
2:28 p.m.- An officer was dispatched to the 700 block of North Center Avenue in reference of a hit and run. A male party struck an Ice machine while driving with his vehicle causing damage to the ice machine. The male then left the incident location. An ongoing investigation is occurring.
3:07 p.m.- Officers were dispatched to probation and parole office to take an individual into custody for a probation violation. The male was taken into custody for the probation violation and transported to the Lincoln County jail.

December 12
11:59 a.m.- An officer responded to a crash where a vehicle struck a diesel pump. The driver admitted to driving too fast in the parking lot because he was in a hurry. Crash report was completed.
2:39 p.m.- Dispatch received a complaint of a gas skip. The registered owner of the vehicle was contacted and they returned to pay for the fuel.
3:51 p.m.- Officers responded to a wanted person complaint. Dispatch advised there was a male party at a residence that had two active warrants for his arrest. Contact was made at the residence and the male party was located hiding in a bathroom. He was taken into custody for the warrants.
6:17 p.m.- An officer responded to a property damage complaint. The caller advised two of her house windows were broken from rocks the neighbor kid was throwing. Contact was made with the neighbor, who denied the accusations. Investigation is ongoing.

December 13
10:03 a.m.- Officers responded to the office of Probation and Parole to take a female into custody for a probation violation. The female was transported to the jail.
11:18 a.m.- An officer responded to a theft complaint. The caller advised items have gone missing from his residence and he had a suspect in mind. In checking local outlets, he located numerous items of his that were stolen and that he was able to prove were his. Investigation is ongoing.
8:18 p.m.- An officer conducted a traffic stop on a vehicle. A K9 was deployed and made a positive alert. A search of the vehicle revealed items of methamphetamine and drug paraphernalia. The female driver was taken into custody for possession of methamphetamine, drug paraphernalia and possession of an illegally obtained prescription.
8:45 p.m.- While officers were assisting with a traffic stop, a male party in the area began yelling profanities towards officers. There were numerous people standing outside in the area. The male was told numerous times to stop cursing and he continued. The male was arrested for disorderly conduct.

A 42-year-old Merrill man is facing charges of causing injury by intoxicated use of a motor vehicle after deputies investigated a motor vehicle crash Monday in the Town of Merrill.

A 34-year-old Tomahawk man was arrested and cited following a traffic stop early Monday morning in the Town of Bradley. A deputy stopped the vehicle for traveling at 91 MPH on the highway at 1:16 a.m. A check showed he was wanted by the Oneida County Sheriff for contempt of court. The driver was cited for speeding, operating on a suspended license and taken into custody for the warrant.

A 36-year-old Merrill man was injured and will face criminal charges following a UTV crash Monday morning in the Town of Schley. A rifle was in the UTV at the time of the crash and a check showed the man was prohibited from possessing a firearm due to a previous felony conviction.

Two people were injured following a single vehicle rollover Wednesday morning in the Town of Birch on USH 51 at 10 a.m.

Two people are in the Lincoln County Jail after deputies interrupted a burglary in progress Friday evening in the Town of Scott. Just after 9 p.m. deputies responded to the home after receiving a report of an alarm. The pair were charged with felony counts of burglary, theft and receiving stolen property along with possession of methamphetamine paraphernalia. The pair were also wanted on felony warrants through the Wisconsin Department of Corrections for violating the terms of their probation.

Sheriff Jeff Jaeger is reminding you to be cautious on the roadways this holiday season and not drink and drive. His deputies will be conducting focused patrols into the New Year as they seek to keep impaired and reckless drivers off the roadways. If you are travelling please be sure to watch your speed, wear your seatbelt and use a designated driver.

The number of deer crashes has increased with 20 being reported this week.
