Merrill Police reports

July 20
5:30 p.m.- An individual reported that they had money deposited to their bank account from an unknown source which was then later withdrawn from multiple times in various amounts. The investigation is ongoing.
11:30 a.m.- There was a minor crash at the Kwik Trip on Pine Ridge Avenue. A vehicle had turned too sharply and struck another vehicle causing minor damage to both vehicles.
Two individuals were placed on probation holds and were taken into custody without incident by the Merrill Police Department.

July 21
12:49 a.m.- An officer on patrol located the park bathrooms at Stange’s Kitchenette Park damaged. The matter is under investigation.
12:30 p.m.- An officer investigated a domestic incident between a male and female. The investigation was completed and a male was arrested for Domestic Battery.
5:17 p.m.- Officers were made aware of a female with warrants for her arrest. The female was located, arrested and transported to jail.

Lincoln County Sheriff reports

Scam calls continue to come into the Sheriff’s Office. Last week two attempts were made to steal money from residents. On Tuesday a person was contacted and told her grandson was involved in a crash in Boston, MA and she needed to send cash in order to get him out of jail. The caller stated that she should put the cash between the pages of a larger book, seal the book with tape and then overnight the book using a common carrier. The second call is becoming more common using the Facebook messenger with a cloned screen name. The thief will contact a potential victim with the same name as someone on their friends list. The potential victim went to a local retail store and before the money was sent an alert clerk told her she was being scammed and stopped the transaction before any money was lost. The use of cloned accounts or hacked accounts using social media such as Facebook is quickly becoming the choice of scammers as many are not able to speak English fluently which trips them up when they use the phone to attempt to scam victims.

Deputies are seeking information on a vandalism case in the Town of Bradley sometime Tuesday night. The victim parked a Dodge Caravan at Crystal Beach overnight. When the caller returned the next morning they found it had been spray painted with blue spray paint. An 18-year-Merrill man was arrested Friday evening for violating a restraining order. The man had made contact a female who he was not allowed to have contact with due to an injunction which had been issued in Lincoln County Court.

A 55-year-old Irma man was arrested Thursday evening on a warrant charge. A deputy stopped the man on County Rd. J in the Town of Russell at 8:30 p.m. for an equipment violation. The man showed signs of impairment and was taken into custody for a third offense of operating a motor vehicle while intoxicated.

One person was injured after a two vehicle crash Sunday evening in the Town of Bradley. At 6:11 p.m. cell 911 calls reported the crash on County Rd. A at County Rd. U. A vehicle being driven by a 23-year-old Tomahawk woman turned onto County Rd. U and struck a vehicle being driven by a 61-year-old Tomahawk man causing it to roll over. Injuries were non-life threatening. Traffic in the area was restricted for about an hour.

Nine people reported striking deer this past week.

One injured in morning Town of Bradley crash

One person was seriously injured in a one-vehicle crash this morning in the Town of Bradley.

According to a press release issued by the Lincoln County Sheriff’s Office this afternoon, at 9:24 AM this morning the Lincoln County Sheriff’s Office’s E-911 Communications Center received a call reporting a single motor vehicle crash with injury, in the Town of Bradley south of Tomahawk.

According to the investigating deputy, a vehicle being driven by a 67-year old Tomahawk woman was traveling south on County Rd S near Curve Inn Rd when her vehicle left the roadway and rolled over landing partially in Road Lake.

Tomahawk Firefighters worked for forty minutes to extricate the victim from the vehicle and then bring her up a steep embankment to a waiting Tomahawk EMS ambulance. From there she was transported by paramedics to Ascension Sacred Heart Hospital where they were met by the Spirit helicopter, from there she was transported to Asprius Wausau Hospital where she is in serious but stable condition.

The cause of the crash was not known, she was wearing her seat belt and alcohol was NOT a factor.

The Merrill Police Department holds arrest warrants issued 5/14/2018 for Cody M. McKinnon, DOB 2/28/1989, last known address N2979 Moser Rd. #7, Merrill. The city recovered judgments of $124 for operating without a valid license and $124 for operating a motor vehicle without insurance. The defendant is in default of payment, and must pay the amount or spend a total of 4 days in jail.
The information on this warrant was current as of the time of publication. Anyone with information on Cody M. McKinnon should call the Merrill Police Department at 715-536-8311.

Lincoln County Sheriff’s reports

A 20-year-old Merrill man was arrested Thursday morning on a warrant charge. The deputy assigned to security at the Lincoln County Court House took the man into custody after a routine check showed he was wanted by the Langlade County Sheriff on a drug charge.

A 33-year-old Mosinee man was arrested Friday evening on drug charges. The man was stopped by a deputy just after 11 p.m. for an equipment violation. The K9 Eros from the Merrill Police Department indicated the vehicle contained drugs and a search produced items that later tested positive for methamphetamine.

A 56-year-old Prentice man was injured Saturday afternoon after rolling his ATV in the Town of Harrison. The man was flown to the trauma center at Aspirus Wausau Hospital.

A 25-year-old Illinois man was arrested Saturday evening after a traffic stop turned up drugs. A deputy stopped the man from Round Lake, IL just before 10 p.m. for speeding. When the deputy made contact with the driver he could smell marijuana coming from the vehicle. The man admitted to possessing the drug and was arrested. He was also cited for speeding.

A 24-year-old Tomahawk woman was cited for operating a motor vehicle while intoxicated after a deputy investigated a crash early Sunday morning on County Rd. A near County Rd. U.

A 32-year-old Wausau man was arrested Sunday evening on numerous charges after a traffic stop in the Town of Merrill. A deputy stopped the man just after 6 p.m. for speeding and the driver provided a false name. When the deputy learned the man’s true identity, he found he had several open felony and misdemeanor bonds in both Marathon and Price Counties. Further information was received that deputies in Lincoln County were searching for the man for charges related to a domestic event in the Town of Russell that occurred over two weeks ago where the man fled prior to deputy’s arrival. The man was arrested on a charge of obstructing, six felony counts of bail jumping and three misdemeanor counts of bail jumping.

Seven people struck deer this past week in Lincoln County. A Tomahawk woman struck a fox Thursday morning on US Hwy. 51 causing extensive damage to her vehicle.

July 27
10:36 a.m.- A caller reported a scam attempt. He had received an email requesting he send $500 to them and in return they would send him $15,000. Fortunately the caller recognized this as a scam and did not send any money to the scammer.
11:18 a.m.- The Wisconsin Department of Corrections requested a probationer be arrested as she was intoxicated in violation of her probation rules.
3:33 p.m.- An officer stopped a vehicle for a registration violation. The driver was found to have a warrant for his arrest through the Wisconsin Department of Corrections. The man was arrested for that warrant.
11:21 p.m.- A Lincoln County deputy conducted a traffic stop in the city of Merrill and requested K9 assistance. K9 Eros was deployed and indicated a positive alert to the odor of drugs in the vehicle. A search revealed two gem baggies and a piece of aluminum foil with residue. A test of the residue was positive for methamphetamine. The driver was arrested for possession of drug paraphernalia.

July 28
8:15 a.m.- A caller reported vandalism at Merrill Memorial Cemetery. Numerous headstones had been tipped over sometime overnight with many being damaged. Investigation is ongoing. 10:32 p.m.- A caller reported observing a male enter an apartment and knew him to have a warrant for his arrest. The warrant was confirmed, however nobody would answer the door at the residence. Additional charges may be forthcoming.

July 29
6:36 p.m.- A caller reported an elderly male had left a nursing home on foot. A nurse was following him. Officer made contact with the man who was upset with his roommate and refused to return to the facility. Contact was made with the man’s family and he was sent with them.
7:20 p.m.- A caller reported observing a male place his hands around a child’s neck and the child then fled from the area. Contact was made with the child and his grandfather. It was found the teen had become disorderly at the residence, yelling and swearing as he was upset with his sister. His grandfather grabbed the teen around the neck, inhibiting his breathing. The grandfather was arrested for physical abuse to a child and suffocation/strangulation. The teen will be referred to social services for disorderly conduct.

July 30
9:34 a.m.- Officers responded to the probation and parole office to take a male party into custody on a probation violation. The male was transported to the jail.
4:22 p.m.- Officers responded to a disorderly conduct complaint. The caller was a landlord and had given the tenants the correct notice to come to the property. When the landlord arrived, one of the tenants began cursing at the caller and used derogatory language towards them. Officers stood by while the landlord conducted their business and one tenant was cited for disorderly conduct, due to her actions.

July 31
7:05 a.m.- An officer responded to a burglary complaint. A business had $600 stolen from them sometime overnight. Investigation is ongoing.
11:18 a.m.- An officer responded to an animal complaint. The caller advised their son was chased by a dog. The same incident had been reported previously and the owner was warned. The dog owner was cited for animal at large.
1:54 p.m.- An officer responded to a theft complaint. The caller advised four nights ago, they had their watch stolen while they were playing volleyball at a bar. Investigation is ongoing.

August 1
2:53 p.m.- A male was arrested for a probation violation at the request of the Wisconsin Dept. of Corrections.

August 2
11:31 a.m.- A male was arrested for a probation violation at the request of the Wisconsin Department of Corrections.
11:41 a.m.- A male was arrested for a probation violation at the request of the Wisconsin Department of Corrections.
1:32 p.m.- A male was arrested for a probation violation at the request of the Wisconsin Department of Corrections.
6:10 p.m.- A female arrived at the Lincoln County Jail to turn herself in for a warrant through Taylor County. She was formally arrested for the warrant.

August 3
4:36 p.m.- A female party called the police department to report an animal at large from six days ago. The caller advised two dogs ran after her children and growled. In this instance, the owners were warned for animal at large.

August 5
9:06 a.m.- An officer responded to a theft complaint. The caller advised a male juvenile had come into their yard, made entry into a shed, threw yard décor into a pond and stole a doll stroller. Contact was made with the father of the child. He stated he and his wife were sleeping while the juvenile child was being watched by his older siblings. This is an ongoing issue. The male juvenile is being referred to Social Services for theft and the parents are being referred to the District Attorney for consideration of child neglect charges.
10:12 a.m.- An officer responded to a theft complaint. The caller stated the upstairs tenant was using an extension cord of her basement, using her electricity. After an investigation as completed, the male tenant upstairs was cited for theft of electricity.
2:05 p.m.- An officer responded to a fight. Two juveniles were at a park and one struck the other in the face. The juvenile is being referred to Social Services for battery.
2:30 p.m.- Officers responded to a park for a drug activity complaint. The caller stated two males were in a park and were using marijuana and other drugs. Officers made contact with the two males and there was no odor of marijuana present. In running both parties, one male was in violation of his probation and parole rules by being in the presence of anyone under the age of 18. He was arrested for a probation violation. The other male was also on probation and they also placed a hold on him. He was arrested for a probation violation.

Lincoln County Sheriff’s reports

A 62-year-old Tomahawk man was injured Tuesday afternoon after a motorcycle crash in the Town of Merrill. The man was traveling south on State Rd. 107 when he lost control at Swede Road and his motorcycle left the roadway. The man suffered non-life threatening injuries and alcohol was not a factor.

A 26-year-old Merrill man was cited after a single vehicle crash early Saturday morning in the Town of Pine River. At 2:44 a.m. the man was traveling south on US Hwy. 51 when he exited at State Rd. 64. The vehicle failed to stop for the stop sign at State Rd. 64, entered the median and became airborne before entering the south ditch and striking the embankment. The man suffered minor injuries but declined an ambulance; he was cited for first offense of operating a motor vehicle while intoxicated.

A 38-year-old Gleason man was arrested Saturday afternoon on a warrant charge out of Marathon County for a criminal traffic violation.

A 33-year-old Tomahawk man was arrested Sunday evening on a warrant charge. Deputies responded to County Rd. E at County Rd. O after receiving a report of a suspicious person. When located the man was found to have a warrant for failing to appear in Lincoln County Court.

A 21-year-old Merrill woman was arrested Sunday evening on a warrant charge. A deputy stopped a vehicle on State Rd. 17 at Heineman Road at 6:40 p.m. for speeding. A check on the driver showed she was wanted for violating the terms of her probation.

Only two people reported striking deer this past week. A bear was also struck, on Saturday afternoon a Wisconsin Rapids woman struck the bear on US Hwy. 51 south of County Rd. D. The bear was not found after the crash.

3:38 p.m.- A caller reported a female was near his residence and he was concerned she would accuse him of harassment. The caller was found to have a warrant for his arrest. Contact was made with the man and he was arrested for that warrant.
4:26 p.m.- A male was arrested for a probation violation at the request of the Wisconsin Department of Corrections.

August 7
12:41 p.m.- A male was arrested for a probation violation at the request of the Wisconsin Department of Corrections.

August 8
10:04 a.m.- An officer conducted a traffic stop and arrested the driver on two warrants and possession of methamphetamine.
2:35 p.m.- Officers responded to probation and parole and took one female into custody on a probation hold.

August 9
4:35 p.m.- An officer observed a male party walking who had an active warrant for his arrest. Contact was made with the male who was arrested and transported to the jail.

Ask an Official: Fire chief discusses water/ice rescue training

This week’s featured question was submitted for a member of the Merrill Fire Department
The question reads:
I’ve always been curious how much of the fire fighters training is focused around water or ice rescue, since the city is basically built along two rivers? What does this type of training involve? Are any of the firemen professional divers or do they call upon other organizations for assistance with that sort of thing? I can’t imagine all the circumstances and possibilities you folks must try and prepare for. This subject is very fascinating to me. Thank you for everything you do for the safety of our community!

“The Merrill Fire Department provides water and ice rescue on the two major rivers running through the city, the Wisconsin and Prairie. Dams on the Wisconsin River create Lake Alexander and the Merrill Flowage. The MFD also responds to Lake Pesobic and Tug Lake, as well as numerous smaller lakes, ponds, and streams. Lakes alone are over 1,200 acres thus the need for adequate water and ice rescue capabilities.

“The Merrill Fire Department no longer has a dive team and only performs surface water rescues. The dive team was disbanded several decades ago due to lack of funding, training, and need to maintain such a team. When divers are needed, the Merrill Fire Department requests assistance from Marathon County, Oneida County, and Tomahawk.
When conducting surface rescues on the water, the Merrill Fire Department has different tools at their disposal including Boat-69, a Rapid Deployment Craft (RDC), and swiftwater rescue suits for personnel. Boat-69 is a 16 foot flat-bottomed boat powered by a 40 horse Mercury motor. The RDC, typically referred to as the banana boat because of its looks, is an inflatable craft that is highly mobile and versatile. Rescuers can use it at an emergency water rescue scene including ice rescues. Finally, the Merrill Fire Department stocks special water rescue suits for personnel to wear if they need to physically get into the water to save a life.
When conducting ice rescues, the Merrill Fire Department relies once again on a tool like the RDC and cold water or “gumby” suits. If ice conditions allow and the rescue is needed quite a ways off shore, the fire department might mobilize its off-road rescue UTV. Using the UTV allows staff to get closer to the incident and have a safe method of transporting a victim off the ice.

“All 23 members of the Merrill Fire Department are cross-trained as firefighters, Emergency Medical Technicians (EMTs), and Rescuers. Merrill Fire/EMS personnel are capable of handling rescues like motor vehicle extrications, confined space, hazardous materials, low-angle, and water. While difficult at times to maintain proficiency all of these essential life-saving functions, the community significantly benefits from the same personnel being capable of handling the duties. If split into individual departments, there would be a significant cost increase to provide all of these services.
To maintain proficiency in ice and water rescues, Merrill Fire/EMS personnel are commonly trained through two methods. Whenever possible, basic training in ice and swiftwater is typically done by outside trainers first when personnel join the department. This basic training provides the fundamentals needed to perform ice or swiftwater rescues. In addition to basic training, everyone on Merrill Fire Department trains at least annually on both ice and water rescues. This hands-on refresher training gives each member the chance to hone their skills and test any new techniques.

“Throughout the year, Merrill Firefighter/EMTs are constantly training on their three primary response duties: EMS, fire, and rescues. The mission of the Merrill Fire Department is to prevent harm and preserve life and property with a compassionate and highly trained team. Training will continue to be an essential component of their duties including water and ice rescue.”

August 10
12:06 a.m.- A caller reported a roommate had entered the residence through a window after being locked out. It was explained officers could not take enforcement action as she resides at the residence.
2:10 a.m.- A caller reported the odor of marijuana coming from an apartment. Officers did not smell the odor of marijuana as such no further action was taken.

August 11
4:15 p.m.- A juvenile called 911 to report a deceased skunk in the roadway. The child was spoken to about the proper use of 911.
5:11 p.m.- A caller reported finding several bags of clothing and personal property along Main St. Some phone numbers amongst the property led to the owner’s mother being contacted. The mother resides in Tennessee and was concerned for her daughter’s safety. Officers were able to track down the female who was staying with a friend in Merrill. She suspected her boyfriend placed her property along the road as he was upset she was staying with her friend. Her property was returned to her.

August 12
7:27 p.m.- A caller reported his ex-girlfriend had moved out and taken property belonging to him. The ex-girlfriend denied taking the item in question. It was explained the two would have to work out property disputes in civil court.
10:40 p.m.- An officer was flagged down in the 100 block of Prospect St. A female had yelled to a driver after observing her texting and driving. The driver then circled the block several times yelling vulgarities and a racial remark at the group of people. The driver was cited for disorderly conduct.

Lincoln County Sheriff’s reports

Two people were taken into custody Tuesday afternoon following a traffic stop in the Town of Russell. The passenger, a 46-year-old Crandon man, was arrested for possession of drug paraphernalia and the driver, a 35-year-old Rhinelander woman, was taken into custody for operating a motor vehicle while intoxicated.

A 26-year-old Gleason man was arrested Tuesday evening after deputies responded to a disturbance in the Town of Russell just after 11 p.m. The man was charged with disorderly conduct and battery.

An 18-year-old Merrill woman was arrested Friday evening after a disturbance in the Town of Merrill just before 7 p.m. The woman was arrested on a misdemeanor charge of battery.

A 19-year-old Merrill man suffered non-life threatening injuries after a two vehicle crash Sunday evening in the Town of Pine River. Law enforcement responded to US Hwy. 51 near County Rd. G just after 5 p.m. One lane of the highway was closed off for about half an hour while the wreck was cleared.

The number of deer crashes has gone up significantly with eight being reported this past week.

August 13
2:32 p.m.- An officer responded to a shoplifting complaint. A female had stolen numerous items from the store. She was identified and spoken to. She denied the incident and was arrested for theft.
5:05 p.m.- An officer conducted a traffic stop on a vehicle that was going the wrong way on a one way street. Contact was made with the driver who displayed signs of intoxication. The male was placed through field sobriety tests and was arrested for operating while intoxicated, 3rd offense. The driver was also arrested for a probation violation and was transported to the jail.

August 14
11:05 a.m.- Officers responded to a government building for a disturbance. Two individuals were creating a disturbance at the front desk. The female was yelling profanities at staff. The male’s involvement was minimal. The female was arrested for disorderly conduct.
6:40 p.m.- Officers responded to a residence to make contact with a male party who had a warrant for his arrest. Contact was made with the male who was transported to the jail on the warrant.
7:24 p.m.- An anonymous caller came to the police department to report a verbal domestic incident that was happening at a park. Contact was made with the male and female. The male was found to have three warrants for his arrest and he was taken into custody.

August 15
3:24 p.m.- A caller reported he was released from incarceration today and discovered the person who was supposed to be making his mortgage payments had not done so causing the property to go to foreclosure. The person in question stated she had placed the payments in the bank deposit box. At this point the caller doesn’t wish to pursue any kind of action.
4:47 p.m.- A caller reported a package had been stolen from his porch. Investigation continues.

August 16
11:22 a.m.- An officer on patrol observed a truck with no driver rolling in a parking lot which then struck a pole. There was no damage to the vehicle. It was found the truck had popped out of gear causing it to roll.
1:21 p.m.- A store reported discovering someone had stolen items from the store. Investigation continues.
4:03 p.m.- A male was arrested for a probation violation at the request of the Wisconsin Dept. of Corrections.
10:39 p.m.- A fair-goer reported a fight in the beer tent to an officer patrolling the festival grounds. It was found two males were yelling and arguing with one another. One agreed to depart to prevent further issues.

The Merrill Police Department holds arrest warrants issued 7/23/2018 for Anthony L.J. Boyd, DOB 10/11/1994, last known address 123 S. Lake St., Neenah. The city recovered judgments of $121.60 for disorderly conduct and $126.60 for resisting/obstructing an officer. The defendant is in default of payment, and must pay the amount or spend 4 days in jail.
